Looking on it for the first time, and I may be wrong, but I get a sense that this is soon after the exile of Satan and his caste. Lethe below, as other places, already populated by monsters; the ruling clique of the exiled host survey's the bleak land. I imagine an imp soaring into their midst right after the scene, bearing harsh details of the world into which they have been banished.
